I noticed a phenomina

I've had this idea for 6 months. i leave it. I come back. I made a few quid on it on several occasions but I'm still at odds how to handle it

In an ideal world, if random didn't have high entropy first off, we would see each street hit once in 12 spins.

Of couse, it looks like the graph below. what I have noticed is where 3 streets are hit 2,1,0 like streets 1,2 and 3 or streets 7,8 and 9 in the graph, it will try to level that big imbalance soon.
a 2,1,0 or a 0,2,1 or a 1,0,2 or a 2,0,1 combination soon hits to make 2,1,1 or 1,3,0 etc.

isn't 12 streets in 12 spins the highest entropy possible?

You can messure entropy from different angels, its order (or more the grade of disorder). If a long series of spins would from red/black become a morse signal equal to the text in The book of common prayer, it would be very high order, which maybe nobody saw.

ok....Im the worse for sending posts off topic....but lets get over the fact I meant low entropy....and look at the 3 streets 0,1,2 that hit soon thingy I spoke about.
