Does any body else understand this or just me being thick 

I think there are several systems that you could create here and that's why Dane isn't being too specific regarding any hard and fast rules.

I thought I understood using the 'Absent Minded Winner' part of this but now I'm not sure.

I tested various versions (together with the ABSENT MINDED WINNER) on more or less trustworthy online casino software.
Now I have also tested one version with the free roulette simulator (Steve´s simulator) with a good result: Right after approx. 1400 spins: 440 chips won.
The  strategy version I chose was not with the dozen groups, but with four  main groups with three streets in each one (maybe a small difference).
Tomorrow I´ll go to BERLINALE (the film festival), so I am offline the next week or so.
