Roulette game prizes

I got some advice about offering prizes for the game. Basically if its a game of chance, I cant offer any prizes without a license, and theres too much paperwork for that. But if its a game of skill, then it wouldnt be a problem. Is the game skill or chance? To a government stooge with sweet FA knowledge, its all chance. Normal roulette is skill and knowledge. But in the case of the game, realistically it is chance (mostly) because you dont really have enough information for proper advantage play.

So if we offered a prize, heres what we can do: We use rng spins (true rng, not prng), but i'll modify them with a variety of patterns that happen in real life. It will be done automatically with software.

This way, the spins will clearly not be random, and I can prove it to any authority. The point is it will provably be a game of skill, not chance. Of course before any of this, any cheating loopholes must be fully closed.

Initially the patterns will be fairly simple. No not bias, or basic correlation/dealer signature. They can be made more complicated depending on feedback. It will be up to me to be fair and not give anyone an advantage, besides perhaps clues that everyone can read.

What prizes can we give? It doesnt need to be cash, but that may be simplest. Its just to give the game more a point, to make it more interesting. I will not at all profit from it. Participants may all contribute to a pot, and top 3 players take their share. I could provide prizemoney but it would need to be viable for me. ie paying $500 or so and getting no return isnt right. Ive already spent lots and got nothing financially, although its a hobby anyway. What could be done is we run small ads and revenue from ads will be the prizemoney. It wont be huge but at least its self sustaining.

Let me know any ideas or feedback you have...
