California's Roulette Wheel

Hello!

I've been a long time lurker on this forum...this is my first post! 

I found out the roulette wheels at Indian reservation in Southern California is different than Las Vegas or elsewhere.  They spin the wheel with a ball as usual.  While the wheel and ball are spinning, the dealer place three cards face down. First card is assigned to 0-12, the second card is assigned to 13- 24 and the third card is assigned to 25-36. Then if the ball lands on let's say number 16 then the second card (13-24) is revealed with a number to play with.

I wonder if that affects to all strategies posted on this forum or the chance/stats are the same as regular roulette wheel?
