Virtual Limits and Progressions

Need some input on this. 

Suppose you are betting red for 60 spins.  If you knew the worse case scenerio in 60 spins would be 15 reds, but didn't know when they would appear, could you devise a progression to guarantee you would win?

I think so, but not quite sure what it would look like.  What do you guys think?
