Definitions: Strategy x Progression

Hi Guys, i am new at this forum. Nice to meet you Guys!
I am a professional roulette player and i often play in real, live and RNG roulette.
But i have a question about the definition of "STRATEGY".
Most part of people understand that a STRATEGY  is only a PROGRESSION. For me, a progression is a "TOOL" and only part of a good strategy.
Do you Guys see it the same way?
