Is it possible to manipulate random numbers to create a distribution that is conditional on a payout of our choice?

I think it's possible, I have been playing with different concepts lately and it's really comforting to know that there really is no limits on the perception of randomness.

Look all is very simple, say we are just before bet, before the spin. If we know nothing about what will happen we are in a situation where every our bet will have -2.7% from what we betted. So if we know nothing about what will be - we play a negative game no matter what we do...
From this follow - if we want to play a positive game - we must know what will happen in an actual spin. I think not need to be a professor that this to understand ?
