In reputable jurisdictions, casinos (online and b&m) and software companies that provide gambling software are regulated by government run agencies (Nevada Gaming Control Board, UK Gambling Commission etc). Part of their remit is to ensure fair play, such as randomness in online roulette games and they have powers to suspend licenses.

Casinos don't need to rig games. They make their money from the house edge and poor bankroll management by players. A suspension of their license and the reputational damage would likely be the end of their business and to keep fixed games secret from the regulators would need to rely on zero whistleblowers from the multitude of employees that would be in the know.

In Italy it's the Amministrazione Autonoma dei Monopoli di Stato which sound like they do a similar thing:


Licenses for operators wanting to provide their services in the Italian market are issued by AAMS. These licenses guarantee that operators adhere to strict guidelines regarding security, fairness, and ethical play.

Casinos are basically attached by providers such as Evolution, Playtech, and pragmatic.

Those providers basically ensure a casino is profitable.

Their software generates the numbers. They do use magnets (look at auto roulette how it spins the ball) to determine the outcome of numbers.

They have a complex mechanism for the sorting of the numbers.

Sometimes, they will even manipulate a player, especially if he goes out of statistics.

And it's perfectly legal to do so as it's their edge.

This is even more obvious in Lighting Roulette, which they modulate even more the games, if one or more number is way too loaded with 500x payout they may incur serious losses, so they have to manage risk a bit.

Long story short, the fairness is determined by Evolution and other software providers, but to generate an edge and for risk management, they do use a software for the sorting of the numbers, and that's perfectly legal because it's the edge of casinos, and casinos must make money, they also need t o protect themselves from advantage players.

Also the evolution platform is programmed to seldomly pay players to ensure fairness. I'm not a lawyer and you would need to check with the platform providers.
