Does anybody here know why online casino limit the number of neighbours bets to 9?

Why they don't allow player to cover more neighbour numbers

I wasn't aware of such a limit. It would depend on the individual casino.  Either way they tend to get nervous with sector bets.

if you find the way to adapt the static sectors into dynamic sectors using neighbour numbers you will screw them.

That's why they limit to 9 numbers each side.

Dealer signature (for actual wheels) is a justifiable bet selection strategy, regardless of whether the dealer is intentionally or unintentionally hitting one or more sectors of the wheel more often than what standard probability calculations would have you expect.
