I think I understand, 4 units minimum on inside bets, doesn't mean per individual bet, the 4 units can be spread. Betting 1u on zeros split is then possible because of two DS bets.

I should have said play a split bet on a double zero table, or play a straight bet on a single zero table. If a zero hits, then you win, if it does not hit, then you lose $1.

There are minimums of course, but theure all per individual bet. At least the few casinos Ive been at.
Typical, 5 euros be it on a straightup, a split, a street , an ec, whatever. But you camt place say 1euro on five straights.
Also I have never been at a table where the minimum would be say 5 and a progression would be 5, 6, 7, 8, etc.
5 being the minimum required, its also the base bet so a progression would like 5, 10, 15, 20, 25, etc.
