The dealer spins the wheel .Vb approach still don’t know.but maybe the right section and depends on how many numbers you’d better be accurate.the maths won’t change .
Roulette computer depends on how good the technology is .it stills doesn’t know the next spin until it calculates it. I think computers still wins but it has other issues to deal with .so why don’t you create a team Steve will lend you the computer he has and you can all by me lunch

So knowing where th3 ball starts and considering the ball might have the same speed, it could be assumed to reach a better accuracy?

It's not really about where the ball starts as the release number is irrelevant.  It's more what number is below the ball at a location on the wheel when you feel there's a specific amount of time or revs remaining or when the ball is traveling at a certain speed.

On some wheels you can even use linear regression and ignore rev counts.

There's also the world of crossover patterns.  They're less accurate, but ideal for fast rotors.

How hard/or easy is it to get some accuracy with this timing?  Is it like any other task, ex. torquing a bolt at specific Nm and getting close to it without torque wrench, due to experience?

Is it accessible for anyone who has time to practice, or must one be ''gifted'', so to speak?

It depends on the dealer.  From my experience at Celtic Casino there are a hundful of dealers that
make it a point to spin the ball/rotor as similar as possible slowly.  (These are the dealer I hunt for.)

If anyone serious had an organized team, It would be easy to find a team leader willing to work with them.
