There are many many reasons.

I'll give U just one, since I think This serious , and well meaning question, should really be addressed by the Forum Moderators.

But for the record, the main reason is, because they sneak under the radar,
and its not SO obvious, that they had been this way before.

I know all the IP addresses are shown on the posts of each member, but SOME users have access to many IP address, and hence Hide that first line of defense.

Like I say, there are many other 'Valid' reasons, and I hope the various Mods, and the site Keeper- Victor, will come here and explain further.


I was just starting the ball rolling, with the 'Mechanical' side of the process.

Good question, Bazeegar.

Victor and Paul will be able to fill in the details, but roughly, it's like this:

As we know, there are two types of members of society. The majority that follow the rules; the minority that don't.  There have always been outlaws -- always will.

Same here. The forum is a reflection of the wider society, of course.

Admin (Victor and Paul) have various network tools with which they can pick banned-users-under-another-name pretty quickly.

Others slip through and back onto the forum.

Then one of two things can happen:

1 They soon revert to type.

They eventually reveal themselves by their anti-social behaviour, inflammatory actions and by certain forensic-markers in the way they express themselves in writing.

Infractions are then dealt with, ranging from muting for a while (Reader only) to an outright ban.
Then the walz starts all over again, in an almost endless loop.  (Oh, the joys of running a forum...  )

Or

2  They pull their horns in, grow up overnight and remain with us as reformed characters.

As a credit to themselves and their parents they are welcome to remain, of course. It can -- and does -- happen.

In which case even if they were previously banned under a different name they are not a problem under the new name, so there's no issue with them.

Criminologists will show how recidivism is quite common, but punishment can also be the wakeup call that many need and respond to by staying out of trouble thereafter.

Finally, coming back under another name gives them a chance to continue to be a pest (bit like fleas on a dog) or the opportunity for redemption.

They must accept responsibility for their anti-social actions -- nobody 'makes' them behave the way they do. The choice is always theirs.

If they choose to ignore forum rules and acceptable standards of behaviour then they are the instruments of their own punishment -- only themselves to blame!
