better bet selection of those 2?

IF there is a better bet selection which is of those 2?:

1)The number that has hit less times in the standard deviation among the other numbers?
2)The number that has the oldest show up among the other numbers?


And an Idea....if we combine those 2 events , can we make a bet selection or even a system?

Playing both ways will be negative.  I have tested sleepers extensively and there is no way to bet them to win in the long run.
